Kim R. Lilly
President and Senior Project Manager
As President and Senior Project Manager, Kim runs the day-to-day office operations. He heads numerous commercial, educational, institutional, aviation, and residential projects. He is responsible for initial client contact, scope determination, and supervision of staff to project completion. Kim has been with Regional Land Surveyors, Inc. since 1999. Kim received his Bachelor of Science degree in Engineering Technology in Surveying from the West Virginia University Institute of Technology in 1985. He is a registered Professional Land Surveyor in North Carolina (#3612), South Carolina (#20472), California (#6688) and a Certified Floodplain Surveyor for North Carolina NC-181. He is a member of the National Society of Professional Surveyors, the North Carolina Society of Surveyors (state and local chapters), the South Carolina Society of Professional Land Surveyors, and the Home Builders Association of Winston-Salem (HBAWS), of which he is a Board Member from 2016 to present.
David A. (Andy) Clark
Vice President and Senior Project Manager
As Vice President and Senior Project Manager, Andy runs the day-to-day field operations at Regional Land Surveyors, Inc. Andy drives all oil and gas industry projects, but also has time for the commercial and residential markets. He has been with Regional Land Surveyors since 1998, and his enthusiasm and drive will keep the company on track for the next decade. Andy received his surveying and CAD technology certificates from Guilford Technical Community College in 1998. He is a registered Professional Land Surveyor in North Carolina (#4649) and is a member of the National Society of Professional Surveyors and the North Carolina Society of Surveyors (state and local chapters).
Jeffery S. Smith
Project Manager
As Project Manager, Jeff heads the Regional Land Surveyors, Inc. GIS department. His responsibilities consist of client contact and management and managing staff to meet clients’ goals, needs, and budgets. Jeff has been with RLS since 2011. Jeffery received his Bachelor of Science in textile materials science from NC State University, his Associate of Applied Science in surveying technology from Guilford Technical Community College, and his Master of Science in geospatial information science from NC State University. He is a registered Professional Land Surveyor in North Carolina (#4464) and South Carolina (#31203). He is a member of the National Society of Professional Surveyors and the North Carolina Society of Surveyors (state and local chapters).
